On July 29, 1994 in Hamilton Township, New Jersey Megan Kanka, who was 7-years old daughter was lured into the home of a neighbor, under the premis of "seeing his puppy". Sadly, Megan Kanka was raped and murderd only thirty yards from her front door.
At the time, there were no community notification laws and the citizens did not know about the convicted sex offender lived across the street. According to the Megan Nicole Kanka Fundation, the murderer had already served six years in prison for aggravated assault and attempted sexual assault on another child. Her mother Maureen Kanka stated, "We knew nothing about him."
As a result of Megan's death, "Megan's Law" was passed into law in New Jersey and then nationwide by Congress and then President William Clinton. The law gives the community and parents alike, the the right to know where a where a convicted sex offender resides and works.
